Abstract: This study investigates the risks and implications associated with the use of outdated systems &#xD;
and unlicensed software at the Council for Scientific and Industrial Research – Food Research &#xD;
Institute (CSIR-FRI) in Ghana. Using institutional assessments and qualitative analysis, the &#xD;
study identifies critical vulnerabilities in IT infrastructure, software compliance, and &#xD;
cybersecurity posture. The analysis reveals that outdated hardware, unsupported software, and &#xD;
non-compliant licensing practices expose the institute to significant operational, financial, &#xD;
reputational, and research risks. The paper concludes with practical recommendations for &#xD;
modernization, staff training, and the development of a compliance framework to ensure &#xD;
secure, efficient, and legally compliant IT operations
